PENINGKATAN EFEKTIVITAS MANAJEMEN DARURAT LONGSOR DENGAN PENDEKATAN PARTISIPATIF MASYARAKAT
Abstract
Abstrak Penelitian ini bertujuan untuk mengevaluasi penerapan manajemen tanggap darurat tanah longsor di objek wisata Curug Cilember, Megamendung, Bogor, menganalisis partisipasi masyarakat desa serta RT/RW dalam meningkatkan kesiapsiagaan, serta merumuskan strategi optimalisasi untuk mengatasi hambatan dalam respons darurat tanah longsor berbasis standar keselamatan dan kesehatan kerja ISO 45001. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi literatur. Sampel penelitian dipilih secara purposive untuk memastikan relevansi informan. Hasil penelitian menunjukkan bahwa penerapan manajemen tanggap darurat mencakup perencanaan melalui koordinasi lintas sektor, pelaksanaan yang melibatkan kolaborasi pengelola, masyarakat, dan Destana, serta evaluasi melalui musyawarah dengan masyarakat untuk meningkatkan partisipasi dan efektivitas mitigasi. Faktor pendukung partisipasi mencakup keberadaan Destana dan dukungan pemerintah, sedangkan faktor penghambat meliputi kurangnya koordinasi, keterbatasan dana, dan rendahnya kesadaran masyarakat tentang risiko bencana. Strategi optimalisasi melibatkan penguatan sistem komunikasi, pelatihan rutin, penyediaan infrastruktur evakuasi yang memadai, dan penerapan prosedur sesuai standar ISO 45001. Kesimpulan dalam penelitian ini menekankan pentingnya kolaborasi antara pengelola, masyarakat, dan pengunjung dalam menciptakan sistem tanggap darurat yang efektif. Dengan pendekatan berbasis komunitas dan penerapan standar internasional, risiko bencana dapat diminimalkan dan keselamatan semua pihak dapat terjamin.

ABSTRACT
This study aims to evaluate the implementation of landslide emergency response management at the Curug Cilember Tourism Object, Megamendung, Bogor, analyze the participation of village communities and neighborhood units (RT/RW) in enhancing preparedness, and formulate optimization strategies to address obstacles in landslide emergency response based on the ISO 45001 occupational safety and health standards. This research employs a descriptive qualitative method with data collection techniques including interviews, observations, and literature studies. The research sample was purposively selected to ensure the relevance of informants. The findings indicate that the implementation of emergency response management includes planning through cross-sectoral coordination, execution involving collaboration between managers, communities, and Destana (Disaster Resilient Villages), and evaluation through community discussions to improve participation and mitigation effectiveness. Supporting factors for participation include the existence of Destana and government support, while inhibiting factors include a lack of coordination, limited funding, and low public awareness of disaster risks. Optimization strategies involve strengthening communication systems, conducting regular training, providing adequate evacuation infrastructure, and implementing procedures compliant with ISO 45001 standards. The conclusion of this study emphasizes the importance of collaboration between managers, communities, and visitors in establishing an effective emergency response system. With a community-based approach and the application of international standards, disaster risks can be minimized, and the safety of all parties can be ensured.
