Strengthening the Quality of School Education through the Total Quality Management (TQM) Approach in the Era of the National Curriculum Based on Deep Learning
Abstract
The quality of education is the main indicator of the success of schools in responding to the dynamics of the times. Total Quality Management (TQM) is a managerial approach that has been proven to strengthen the internal quality assurance system of education units. This article aims to analyze the implementation of TQM in improving the quality of education at the Vocational High School (SMK) level in Bogor City, within the framework of the National Curriculum based on deep learning. This research is a field study with qualitative methods (observation, interviews, documentation) which is complemented by secondary data analysis from the Education Report and Dapodik platforms. Data shows that there are 102 vocational schools in Bogor City, with a total of around 28,375 students and 1,826 educators. The results show that 75% of vocational schools have implemented at least three of the five pillars of TQM (leadership, communication, student satisfaction, quality improvement, and teamwork), which support the integration of character- and competency-based deep learning. However, there are still obstacles in the aspects of quality culture and the involvement of parents and the community. The recommendations of this study emphasize the importance of increasing the managerial capacity of school principals, strengthening the quality culture, and the use of Education Report cards as a reflective tool in data-driven policy-making.
