Data-Driven Public Value Creation Analysis In The Implementation Of Satu Data Policy In Surabaya City Government

Abstract


Satu Data Indonesia Policy (SDI) represents a strategic step in managing public data to create data-driven public value. The Government of Surabaya City is the pioneers in implementing SDI, introducing the potential for significant changes in policymaking based on data. However, the success of this initiative needs to be analyzed to ensure that the strategic use of data has genuinely been implemented by the Surabaya City Government to create data-driven public value. The primary focus of the analysis involves the government data value cycle processes: collecting and generating; storing, securing, and processing; sharing, curating, and publishing; using and re-using. The research method employed is qualitative descriptive research, with data collected through interviews, observations, and documentation. The research findings indicate that the implementation of SDI in the Surabaya City Government has been reasonably successful in creating data-driven public value through the strategic use of data. The data management cycle involves well-coordinated steps, although there are some challenges such as data storage, visualization, and curation processes that need improvement.
